The Centers for Medicare and Medicaid Services (CMS) seeks candidates to fill the Chairperson position for the Provider Reimbursement Review Board (PRRB). The PRRB is an independent five-member panel that adjudicates disputes over institutional reimbursement matters in the Medicare program.

Duties
Serves as Chairperson of the five Provider Reimbursement Review Board members. Which adjudicates adversarial disputes over institutional reimbursement matters in the Medicare program.
Coordinates and directs the administrative activities of the PRRB and the conduct of proceedings before the PRRB.
Plans and coordinates the distribution of PRRB Member workloads, including setting and adjusting short-term priorities, preparing schedules for workload flow, and monitoring progress to meet goals in issuing decisions.
Ensures the integrity and impartiality of the PRRB’s administrative process.
Presides over in hearings and decision conferences; reviews, writes, and edits decisions; develops the administrative record; and handles case management and disposition activities.
Requires appointment by the Secretary of Health and Human Services.

Qualifications
Ideal candidates will possess knowledge of reimbursement principles incorporated in Title XVIII of the Social Security Act and the PRRB regulations.
Desired qualifications include:
1) a law degree, C.P.A. designation, and/or experience with judicial and administrative processes; and 2) leadership/management experience.
About the Role
PRRB Members, including the Chairperson, are appointed to a three-year term by the Secretary of the Department of Health and Human Services, with the possibility of reappointment for an additional three years. Service on the PRRB offers substantial responsibility and work that is intellectually engaging and professionally rewarding. The matters that come before the PRRB often involve complex or novel legal questions and decisions issued by the PRRB are commonly litigated in Federal court and on occasion reach the U.S. Supreme Court.
Veteran's Preference does not apply to the PRRB.
This position does not confer non-competitive conversion to the competitive service. Acceptance of an excepted service appointment from applicants in the competitive service will require a written statement of understanding when voluntarily leaving the competitive service.
PRRB Members must reside in the Baltimore, Maryland commuting area, which includes the surrounding localities in which people live and can reasonably be expected to travel back and forth daily. Additionally, PRRB Members may choose to work remotely on a regular basis but must remain available to report to the office in Baltimore, Maryland on both a scheduled and ad hoc basis.
To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce Executive Order 14043 Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a federal job announcement includes the requirement to be fully vaccinated against COVID-19 pursuant to Executive Order 14043, that requirement does not currently apply. Positions with vaccination requirements under authority(ies) separate and distinct from Executive Order 14043 will be clearly identified. HHS may continue to require documentation of proof of vaccination to ensure compliance with those policies. Health and safety protocols remain in effect, in accordance with CDC guidance and the Safer Federal Workforce Task force. Consistent with current guidance, workplace safety protocols will no longer vary based on vaccination status or otherwise depend on the availability of vaccination information. Therefore, to the extent a job announcement states that HHS may request information regarding the vaccination status of selected applicants for the purposes of implementing workplace safety protocols, this statement does not currently apply.
